Hi, Fran! Feel free to feed your starter all whole wheat flour. In more ordinary times, all-purpose flour is more widely available and less expensive than whole wheat flour, so it's a good one to use for a starter that's being fed regularly. But many people keep feed their starters with whole wheat, with rye, and even with gluten-free flours! Use whatever works best for your own particular circumstances.
