Hi David, we recommend keeping your starter at room temperature. Try giving it a couple of feedings of just rye to see if that perks things up. It's very likely fine. We've always given starters tap water and it's worked very well but if yours tastes bad once baked or is heavily scented with chlorine, continue with the bottled. Otherwise, tap is fine.
