Hi Jenny! After folding the dough into thirds, you'll turn the packet 90°F so it resembles a book. This isn't photographed here, the photo below that step corresponds to the instruction to "If the dough is still relaxed and flexible, repeat the steps you just took: roll out, brush off, fold in thirds", in which you will repeat the rolling and folding process again.
