I have used pastry flour (whole wheat and regular), and have used it to make cakes, but I've never bought cake flour. I would make a cake for a few of my friends - one who quit her "real" job to pursue her "fun" job full time, another who recently defended his thesis, another who will be defending her thesis soon, and the boyfriend who is quitting his job to go back to school!
